Kigali – The spokesperson for the City of Kigali, Emma Claudine, has strongly refuted allegations made by the Mayor of Kampala, claiming that road construction materials intended for Kampala were stolen by the City of Kigali.

In a statement released on Thursday, Emma Claudine clarified that the City of Kigali is not responsible for awarding contracts or managing road construction projects, stressing that such responsibilities lie with other national agencies.
“The City of Kigali does not manage tenders for road construction projects. Most of these contracts are awarded by agencies such as the Rwanda Transport Development Agency (RTDA). Building bridges and roads is not the exclusive mandate of the City of Kigali,” she said.
She further explained that the City of Kigali does not have the authority to respond to or take legal action against another country, especially in cases involving international relations.
“When allegations affect the relationship between two nations, it falls under the responsibility of diplomatic institutions. The City of Kigali is not mandated to handle such matters at the international level,” she added.
These remarks follow accusations from the Mayor of Kampala, who claimed that materials intended for infrastructure development in Uganda were diverted and allegedly ended up in Rwanda—claims the City of Kigali firmly denies.
